Abstract

On the first of August 2014 a new law passed called “wet Passend Onderwijs”. This new law gave elementary and secondary schools in the Netherlands the responsibility to find appropriate facilities for each child in need of extra care. The schools were given this responsibility to prevent children with special needs from staying at home due to a lack of appropriate facilities. In order to get subsidies for children with special needs, regional partnerships require the schools to fill out large application forms for each child in need. Furthermore, each year every school has to account for all the money that it has been given and how it was spent. Schools throughout the Netherlands find it difficult to manage the increase in documentation and manhours. It also increases the (already high) workload for teachers, tutors and care professionals. There is little communication between the schools of the VPCBO when applying for a subsidy, causing a lot of duplicate work that could have been avoided. In addition to the communication regarding subsidy applications, there is also little communication in general. According to the managing director of the VPCBO the strength of the organization should be in collaboration and sharing knowledge. The same lack of communication can be found between the school and the children’s parents. Although there are standard parent-teacher meetings of 10 minutes each, the communication is on a need-to-know basis only. There is no collaboration with the parents. This thesis aims at providing a suitable approach that will aid in improving the communication surrounding the VPCBO.
