Abstract

Rail transport environment has changed during the past decades due to the liberalization of the European rail network. Implementation of the new TAF TSI regulations will harmonize exchange of transport related data in the forthcoming years. Due to current procedures, freight operators plan and operate on a national basis, while Hit Rail’s goal is to enable international freight planning in the medium-term future using these TAF TSI regulations. This study identifies and visualizes the current state of the information exchange and decision making between freight operators and infrastructure managers using BPMN modelling. Information is obtained during interviews with specialists in the field of rail freight transportation who provided interesting information on the current process of planning and transport. This study also relates differences of these national rail systems to three different causes; differences caused by national or local regulations and protocols, differences caused by operational causes per infrastructure manager and differences caused by coincidences. Hit Rail is advised to develop an IT platform which enables data exchange for international path requests, generates and sends train composition data, processes train ready messages and automate border crossing data exchange. The solution contributes to rail interoperability and enables international planning and transport.
