Abstract

With ambulance based Telemedicine it becomes possible for ambulance personnel to contact a remotely located physician through video and audio communication. Emergency Medical Services (EMS) can benefit from this as it leads to additional medical expertise at the scene of the patient. Since EMS are organised differently around the world, the potential benefits differ for EMS providers and a single universal design solution does not exist. Therefore this thesis provides a framework, to assess the opportunities of ambulance based Telemedicine, design a solution, and evaluate its impact: which can be used by EMS providers interested in implementing ambulance based Telemedicine in their network. This framework was subsequently applied to the Dutch EMS setting. The primary benefit found here is that ambulance based Telemedicine can reduce the number of patients unnecessarily transported to hospitals. This can not only improve the efficiency of healthcare providers, but may also positively affect patient outcome. To make use of ambulance based Telemedicine efficiently however, EMS providers should collaborate and make use of shared Telemedicine centers between regions.
